How we think
Two ideas anchor OGOV's work.
Duplication limits innovation.
When similar government agencies each purchase their own version of the same software, the public money that could fund new, modern, or innovative solutions is consumed by duplicated spending instead. Every duplicated purchase is an innovation foregone.
Sharing a solution is not the same as everyone buying the same product.
A technology environment, digital service, or other public sector solution that can be shared lets peer government entities adapt, modify, and extend the work to fit their own service delivery. Funds that would have gone to duplicated rent payments for a proprietary product instead go toward innovation and improvement.
What we work on
- The Open Solutions Maturity Model (OSMM) — a framework for assessing how well an agency creates, procures, and shares open technology.
- The OSMM Evaluation Agent — an intelligent technology tool for analyzing organizational procurement, validation of key artifacts, and identifying options for applying the OSMM to real organizations and producing actionable findings.
- Model procurement language — drop-in clauses and templates for procurement officers who want to require open licensing.
- A practitioner community — a network of public servants learning from each other's wins and missteps.
